President, Mike Gale, called the meeting to order at 4:06 p.m.

Roll Call Board:  Mike Gale, Mike Carr, Janey Bennett, Ken Huguet & Erika Jett.

Management:  Cindyrae Mehler & Tess Allison/ INTEGRA

Home Owners: Unit 116

Approval of Previous Minutes:  Approval of Organizational Meeting Minutes:  Janey Bennett motions to approve the Board of Director Organizational minutes of 01-12-23.  Mike Carr seconded the motion.  All Approved

Integra Report:  Financial Report through 02-28-23.  Tess Allison reported the Profit & Loss statement showed the Association Operating Expenses under budget by $8,191.31 YTD.  People are already paying the Special Assessment.

Treasurers Report:  Reserves status –  Ken Huguet reported the reserve funds in the Edward Jones account are being invested in laddered CD’s at a rate of 4.5%.  Various CD’s will mature at dates to cover any Reserve Expenses.

Maintenance Update: Mike Carr

►Capital project work status:  Moving forward with Budgeted Capital projects.  Curtis Brown will inspect all first floor patio doors and provide guidelines for replacement.  Door project will begin once the weather improves.  Attics/firewalls/Attic venting remediation will begin soon.  Bathroom fans needing replacement will be paid for by the unit owner.  Siding painting and caulking will commence once the weather improves.

  • #102 2/2023 Light Fixture at entry/Brightness of bulbs: Ken Huguet will continue to replace burnt out porch lights with warm LED’s with higher lumens.  Ken Huguet reminded everyone of the importance of keeping these lights on 24/7 and noted there were only a few units left which had switches for their porch light.
  • #105 2/27/23 Remodeling Unit, Contractor- Todd Wallen – Mike Carr met with him and confirmed non-load bearing wall between kitchen and living room. INTEGRA will request ACC from owners prior to work beginning to be sure contractors are properly licensed and project is permitted by City.
  • #116 Moisture in wall/floor fixed. Exterior dug out and new foundation drain lines installed.
  • #122 1/16/23 Repairing Moisture Damage- Osorio – Completed
  • #209 1/27/23 Restoring wet ceiling/leak damage – Osorio – Completed
  • #220 10/5/22 Replacing Bathroom Fan – Osorio – Completed
  • #222 10/5/22 Replacing Bathroom Fan – Osorio – Completed
  • #304 10/5/22 Adjusting Balcony Door Fit- Osorio – Completed
  • #307 11/11/22 Removing Flooring/Subflooring for plumbing – Osorio – Completed
  • #308 10/5/22 Replacing fan/light combo & renew exhaust ducting – Osorio – Completed
  • #315 2/27/2023 Skylight Moisture – Osorio – Inspected. Owner to replace bathroom fan. Mike Carr will have roofers look at skylight flashing when next on site.
  • #308 1/27/23 Rain water/exit drains – Osario – Seams need to be sealed.
  • BEACH TREE 3/2/23 Cottonwood removal @ beach – Mike Carr is obtaining a second bid for the removal of the tree.  He will also confirm with the arborist whether this tree could be dropped in the lake to be utilized as a breakwater to prevent further beach erosion.  Arborist will also pull the appropriate permit from the City of Bellingham for the work to be done.

Unfinished Business:

► Governing documents – Board decision/discussion on legal counsel to update

Declaration & Bylaws:  INTEGRA was directed to set appointment with attorney once the Board provides a scope for the discussion.

► Association rental unit #100 – discuss future plans remodel or sale options.  On hold for discussion with attorney.  ** option to sell rental unit #100 – funds would be used to bolster Reserve Funding

New Business:

►Security camera installation [vehicle prowl/vandalism]:  Trail camera installed.  Being monitored.

► Clubhouse remodel work – Janey – Discussion Clubhouse and installing a gas fireplace.  Mike Carr has gotten bids from three vendors [$7400-$7800 before tax].  Ken Huguet suggested this be tabled to June as it is not in the 2023 Budget to determine if their will be surplus reserve funds available to apply  to this expense.

► Installing water pressure regulator for Building One.  Erika asked for Status update.  Mike Carr confirmed this was on his to do list and he will move up its’ priority.

► Exercise Room:  Janey expressed that she and others feel the exercise room is too full of machines. She will gather information for users of the area to determine which machines should be kept, removed, and how the space can be better utilized for the remaining equipment.  She will present her findings at the June Board meeting.

Next regular Board Meeting date:  Monday, June 5, 2023 at 4:00 pm  – Clubhouse

Adjournment   Meeting was adjourned at 5:45 p.m. The Board will reconvene in executive session for the purpose of rental  unit discussion, employee scope of work discussion.
